In order of Bang-for-Buck:
1 - Heirs of Blood Campaign Book: This is a much better campaign than the unbalanced one included in the base game, without requiring any other expansions [but easily incorporating them if desired].
2 - Large Expansions
2A - Shadow of Nerekhal: Includes great Hero Classes, Great monsters, and a very strong campaign that allows the overlord to play some mind games.
2B - Labyrinth of Ruin: Again more heroes, monsters, and another full campaign.
3 - Small Expansions [all can also be played as a mini campaign]
3A - Manor of Ravens: Includes 2 great Overlord Classes, Bandits, the best balance of Rumor Cards and Sidequests.
3B - The Trollfens: Better than Lair of the Wyrm.
3C - Lair of the Wyrm: Hybrid Sentinels are one of the best monsters the overlord can get. Everything else about this expansion is poor unfortunately. Easily still worth getting though.
4 - Cooperative Expansions [Forgotten Souls, Nature's Ire, Dark Elements]
These add an alternate way [for 4 players] to play the game against an AI-controlled overlord in a semi-randomly generated quest. It plays very differently and is almost a game unto itself. It also plays in a single ~4 hour session and includes in-game looting and leveling.
5 - Hero and Monster Collections
Each includes 4 Heroes and 3 Monster groups, no classes, and a Sidequest. I love them, but these are where the Descent products definitely enter the "Enthusiast" stage
5A - Bonds of the Wild
5B - Guardians of Deephall
5C - Crusade of the Forgotten
5D - Crown of Destiny
5E - Oath of the Outcast
5F - Visions of Dawn
6 - Lieutenant Packs
I'm only going to mention the notable ones, as there are a gazillion of them. Extreme Entusiast level, although purchasing just 1 gives you access to the Threat mechanic, which is a nice addition. Just be wary of getting addicted to having miniatures if you aren't prepared for the deep plunge of buying everything.
6A - Valyndra: If you only get one, this is the one to get. A fantastic and imposing dragon miniature, and a plot deck that is decent but not spectacular.
6B - Serena and/or Raythien: These both also add a Hero option into the mix. These are based on the Allies from Labyrinth of Ruin, and can't be chosen in it, but will still add a nice touch via miniatures to it.
6c - Baron Zachereth: Most powerful plot deck, and nice to have a mini for the base game's Big Bad.
