The rulebook was already unclearly worded there, and it seems that this has remained. You decided correctly.
As I said above, any token placement, tile flippage, symbol covering and the like that happens DURING THE ACTION PHASE only ever affects the following phases (i.e. weather/night phase, or phases next round), and has no impact on the Action phase it is placed in. All actions that were planned beforehand can commence like nothing happened.
That is true for placements of tokens placed on the Adventure spaces (including the big "?"), also.
The only exceptions are:
- Weapons, Palisade and Roof (they are adjusted immediately, and any further actions have to use the level these have right then)

-Determination, and Ressources are discarded immediately - IF they are available and not used in any actions already. Determination usually isn't (or rather: cannot be) allocated beforehand, but if you do not have enough wood, you CAN use it to prevent the expenditure of one wood (Carpenter's skill) - THEN and only then these two tokens are not available.
- Health is adjusted immediately, also
